Alan Gross, American prisoner in Cuba starts hunger strike

MIAMI — An American contractor who has been held in a Cuban prison for over four years started a hunger strike to protest what he described as the inaction of both the U.S. and Cuban governments to secure his release.
Alan Gross, who was arrested by Cuban authorities in 2009 for importing and distributing communications equipment for the Jewish community there, started the hunger strike on Thursday. His attorney said he decided to take the extreme measure after the Associated Press reported on a secret program run by the U.S. government to facilitate cellphone communication between Cubans on the island.
Gross was arrested while acting on a contract from the U.S. Agency for International Development to improve communication on the island, where Internet use is heavily restricted by the Cuban government. The program uncovered by the AP, dubbed the "Cuban Twitter" by officials who ran it from 2009 to 2012, was also run by USAID and initiated after Gross was imprisoned.
Gross, who estimates he has lost more than 110 pounds since he was imprisoned, said in a statement that he was frustrated by the continued lack of effort by the U.S. government to orchestrate his release.
"I am fasting to object to mistruths, deceptions, and inaction by both governments, not only regarding their shared responsibility for my arbitrary detention, but also because of the lack of any reasonable or valid effort to resolve this shameful ordeal," Gross said in a statement released by his attorney. "Once again, I am calling on President Obama to get personally involved in ending this stand-off so that I can return home to my wife and daughters."
Gross' attorney, Scott Gilbert, said he had not spoken directly with Gross since he started the hunger strike on Thursday but received a message at his office. Gilbert, who expects to speak with Gross this week, said he doesn't know whether the Cuban prison officials will force-feed him, a common practice when prisoners go on hunger strikes.
Gilbert said Gross has become increasingly frustrated that the U.S. government has not acted more aggressively to negotiate his release. He said USAID's decision to run the Cuban Twitter program imperiled Gross' safety and served as the last straw to start the hunger strike.
"He's extremely frustrated, more so at this point at the United States than at Cuba," said Gilbert, who speaks with Gross twice a week and has visited him in prison several times. "Hunger strikes don't end up anywhere pleasant, either through the effects of not eating or forced feedings."
Gross's case has become central to the political back-and-forth between the governments of Cuba and the U.S.
His relatives and friends have organized protests in Washington, D.C., to urge his release, and he has been visited by several members of Congress. At the same time, Cuban officials have accused the U.S. of wrongfully detaining five of their citizens, dubbed the Cuban Five. The men were convicted in federal court on espionage charges, and have become national heroes in Cuba, where their images are painted on billboards and walls throughout the island.
Cuban officials have said they would be willing to discuss Gross' release if the U.S. government considered releasing the Cuban Five. Two of the men have been released from prison and returned to Cuba.
Gilbert said that for the past year, Cuban officials have offered to negotiate Gross' case "without any preconditions."
On Thursday, White House press secretary Jay Carney said President Obama remains committed to securing Gross' release.
"His detention remains an impediment to more constructive relations between the U.S. and Cuba," Carney said.

A conversation with Judy Gross

Forget South Florida politics, negotiate with the Cubans and find a way to bring Alan Gross home. That's what Judy Gross told me earlier this week.
Her husband has been in jail in Cuba for more than four years - 1,521 days, to be exact. And she said she is angry and frustrated that the U.S. government doesn't do more to secure his freedom. She said:
...It's been way, way too long and our government is responsible for Alan being there and I just can't believe that they can't do anything about it. Sometimes I wonder if there's some kind of motive behind it. Not to be paranoid, but it just blows my mind still that they don't even mention Alan's name.
Gross reiterated her call to President Obama to step up efforts to free her husband. Asked about Secretary John Kerry's recent request that the Vatican help out, Gross said:
...it's really Secretary Kerry's job to free Alan, not the Pope. So instead of asking the Pope, I think Secretary Kerry should work on it.
Judy Gross also faulted the Cuban government for jailing her husband in 2009, but expressed admiration for the Cuban people.
I really love Cuba and I hope to keep going back under different circumstances. The people are so friendly...

Tracey Eaton: How are you?

Judy Gross: I'm doing OK, just you know living life every day and trying to do the best I can.

Eaton: After your last visit to Cuba, do you see any hopeful signs? Did you learn anything new that gives you reason to be more optimistic?
Gross: You know, I was just there three weeks ago. The thing that was positive, I think, and that was different is that just coincidentally Scott (Gilbert, the Gross family lawyer) and I were there at the same time as the State Department delegation for the migration talks, so they got to meet with Alan and that's the first time, other than the Interests Section in Cuba, that's really the first time somebody from State has met with him.

So if there was anything positive I think it was very good for them to see Alan and to talk to him and to see what his daily life is like and to hear his issues and how he's feeling. It put something real to the person, to get to really see him face to face.

With Second Cuban Spy Release, Is Alan Gross Freedom in Sight?

A second Cuban spy of five whose release from prison is seen as critical to the freedom of Alan Gross will likely soon be in Cuba.
Fernando Gonzalez, one of the “Cuban Five” convicted of spying offenses in 2001, will be transferred to immigration lockup at the end of February to await deportation to Cuba, the Miami Herald reported Tuesday. Gonzalez was sentenced to 19 years, but appeals and good behavior reduced his sentence to 15 years.
Gross, 64, a subcontractor for the State Department on a mission to hook up Cuba’s small Jewish community to the Internet, was arrested in December 2009 as he was leaving Cuba. The Maryland resident is serving a 15-year sentence for “crimes against the state.”
Cuban authorities have made clear that his release could come in an exchange for the Cuban Five, and Gross’ family has suggested that the U.S. government should use this leverage in obtaining his freedom.
One of the Cuban Five, Rene Gonzalez, was released and is living in Cuba.
The other three are serving longer sentences, the Herald said. One is in for life because of his involvement in the Cuban Air Force’s fatal downing of four planes dropping pamphlets on the island. Four Americans were killed in the attack.

Kerry asks Vatican to help win release of American jailed in Cuba

VATICAN CITY (Reuters) - U.S. Secretary of State John Kerry on Tuesday asked the Vatican to help win the release of an American contractor who has been in jail in Cuba since 2009.

Kerry, the first Catholic U.S. secretary of state in more than 30 years, stopped at the Vatican on his way to Kuwait to hold talks with Pope Francis' top aide, Secretary of State Archbishop Pietro Parolin.

The talks mostly centered on the Middle East and efforts to bring an end to the Syrian civil war ahead of a peace conference in Geneva later this month.

"We talked also about Cuba and the need for respect for freedom of religion and freedom of, and respect for, human rights," Kerry told reporters after the meeting.

"I raised the issue of Alan Gross and his captivity, and we hope very much that there might be able to be assistance with respect to that issue," he said.

Gross was sentenced to 15 years in prison for installing Internet networks for Cuban Jews in a U.S. program Cuba considers subversive.

His arrest in late 2009 and sentencing in March 2011 stalled a brief period of detente in U.S.-Cuba relations after President Barack Obama took office and quickly loosened restrictions on travel and remittances to the island for Cuban Americans with relatives in Communist-run Cuba.

The Vatican has relatively good diplomatic relations with Cuba. Former Pope Benedict and the late Pope John Paul both made major visits there.

The position held by Parolin, who will be elevated to the rank of cardinal next month, is the second most senior in the Vatican hierarchy after the pope and its holder is sometimes called the "deputy pope".

Cancel All Talks With Cuba Until Mr. Gross is Released

The Allan Gross story took a strange turn today.
Former New Mexico Governor Bill Richardson made the following statement:
"Former U.N. Ambassador Bill Richardson has admitted to Newsmax that he "screwed up" in his 2011 bid to free American Alan Gross, who has been held in a Cuban prison for four years.
He spoke to the press when it would have been better for him to keep quiet, he said on Newsmax TV's "Steve Malzberg Show."..."I screwed that one up," Richardson said.
"I thought we had a deal. I went in and talked to the Cubans. The Cubans were changing their policy at the last minute."
OK so Gov Richardson thought that we had a deal!
How about this deal?
President Obama should cancel any pending talks, especially visits to Cuba by US businessmen or public officials.
He should make it very clear that everything is on hold until Mr Gross is released unconditionally.
We must make it very clear that there is a price for jailing US citizens for no reason at all.

Kerry: U.S. is “Currently Engaged” in Talks to Free Alan Gross

The Obama administration is “currently engaged” in behind-the-scenes discussions to win the release of U.S. government subcontractor Alan Gross, jailed in Cuba for the past four years, according to Secretary of State John Kerry.

Kerry, who engaged in another secret effort to free Gross in 2010, made the largely unnoticed remarks Tuesday at a news conference in NATO headquarters in Belgium, after he was asked about U.S. citizens detained in Cuba, Iran and North Korea.

“In the case of Mr. Gross, we’ve had any number of initiatives and outreaches over the last several years and engagement with a number of different individuals who have traveled to Cuba, met with people individually there and elsewhere,” Kerry said.

“And we are currently engaged in some discussions regarding that, which I’m not at liberty to go into in any kind of detail,” he added, declining further comment on a case that has become the key roadblock to improved U.S.-Cuba relations.

“With respect to the number of American citizens who are being held in different places …we have been engaged behind the scenes — which is often the way these issues are best managed — in every single case in order to try to secure the safety of those people, and in order ultimately to be able to secure their release,” he said.

“The bottom line is that we have raised these issues not just in Korea — North Korea, not just in Cuba, but also with respect to a number of Americans who are held in Iran,” he concluded. “And I have personally raised those names and those individuals with my counterpart as well as in other ways. And we are hopeful that in each case, at some point we will be able to win their freedom and have them rejoined with their families.”

The State Department did not immediately reply to El Nuevo Herald request for an explanation of the secretary’s remarks.

Kerry did not identify the other party or parties in the “discussions” to free Gross, 64, a Maryland development specialist man serving a 15-yerar prison sentence in Havana for delivering sophisticated communications equipment to Cuban Jews.

He was convicted of endangering the island’s national security because the equipment was paid for by the U.S. Agency for International Development as part of a pro-democracy program. The Cuban government regards the USAID programs as part of an effort to undermine and even topple its communist system.

Will Diplomatic Relations With Cuba Be Obama’s Legacy?

Administration has quietly employed new diplomacy to try to end Cold War standoff

While, understandably, a lot of news media attention in recent days has focused on the U.S.-led talks to prevent Iran from obtaining nuclear weapons, the Obama administration appears to be laying the groundwork for another diplomatic breakthrough.
In little noticed speeches given last month, President Obama and Secretary of State John Kerry cryptically acknowledged the need for a new approach to Cuba, a country the U.S. has -- literally and figuratively -- waged war with for over a half-century.
Rejecting the "notion that the same policies that we put in place in 1961" would still be effective "in the age of the Internet and Google and world travel," Obama told a Miami audience that the U.S. has to be "creative" and "thoughtful" in its efforts to bring change to Cuba. Ten days later, in an address to the Organization of American States, Kerry said of U.S. relations with Cuba: "We have to continue to update our policies."
And it appears the Obama administration has done just that. It is quietly employing a "new think" diplomacy in an effort to end this nation's Cold War standoff with Cuba.
In January, Cuba ended a decades-old requirement that its citizens needed to obtain a government-issued exit permit before they could travel abroad. In July, the Obama administration increased from six months to five years the duration of visas granted to Cuban visitors to the U.S. These new visas allow Cubans to travel back and forth between the two countries, which haven't had formal diplomatic ties since 1961.
Also this year, talks between the U.S. and Cuba to restore normal mail service have resumed. The talks were halted in 2009 after Cuba arrested Alan Gross, a State Department contractor who was caught trying to set up an underground communications network. In August, Cuba allowed U.S. doctors to visit Gross, whose health is said to be failing, for the first time. That concession came just a few months after a U.S. judge agreed to let a convicted Cuban spy, Rene Gonzalez, serve the remaining three years of his probation in Cuba.

W.H.: Obama “personally engaged” in trying to free Alan Gross


White House spokesman Jay Carney said President Obama is “personally engaged” in working toward the release of Alan Gross, a U.S. government contractor who has been imprisoned in Cuba since 2009. But Carney said he was not sure if the president had read a letter from Mr. Gross pleading for assistance in securing his release on the fourth anniversary of his imprisonment.
“We reiterate today our call for the Cuban government to release Alan Gross. Mr. Gross's detention remains an impediment to more constructive relations between the United States and Cuba,” Carney said during Tuesday’s White House briefing. “The president has himself personally engaged foreign leaders and other international figures to use their influence with Cuba to promote Mr. Gross's release. The State Department has kept Mr. Gross's case at the forefront of discussions with the Cuban government and made clear the importance the United States places on his welfare. They have also engaged a wide range of foreign counterparts and urged them to advocate for Mr. Gross's release.”
Secretary of State John Kerry, who’s attending meetings in Brussels, Belgium, told reporters Tuesday that the U.S. has had “any number” of outreaches to Cuban officials and added that the U.S. is “currently engaged in some discussions” but refused to provide any more detail.
“These things are often best resolved in quiet diplomacy, under the radar screen, behind the scenes, and that is exactly what we have been pursuing,” Kerry said.
Meanwhile, Gross, who was arrested in Havana on Dec. 3, 2009 while working covertly on programs to promote democracy in the Communist-run country,wrote Mr. Obama a letter from his jail cell saying he feared the government had “abandoned” him.
“Officials in your administration have expressed sympathy and called for my unconditional release, and I very much appreciate that. But it has not brought me home. It is clear to me, Mr. President, that only with your personal involvement can my release be secured.  I know that your administration and prior administrations have taken extraordinary steps to obtain the release of other U.S. citizens imprisoned abroad – even citizens who were not arrested for their work,” the letter said.Carney said he didn’t know if the president had seen the letter, but that the White House was aware of it.

EE.UU. urge a Cuba a liberar a Alan Gross en el 4to aniversario de su arresto

Estados Unidos urgió hoy de nuevo a Cuba a liberar "inmediata e incondicionalmente" al contratista estadounidense Alan Gross en la víspera del cuarto aniversario de su arresto, y consideró "gravemente decepcionante" que su encarcelamiento se haya prolongado tanto.
"Mañana, el trabajador humanitario Alan Gross comenzará un quinto año de injusto encarcelamiento en Cuba", indicó el Departamento de Estado en un comunicado.
Gross, de 64 años, fue arrestado y encarcelado el 3 de diciembre de 2009, y en 2011 se le condenó a 15 años de cárcel por lo que el Gobierno cubano describió como "acciones contra la integridad territorial del Estado".
El Gobierno estadounidense niega ese cargo y mantiene que Gross trataba simplemente de proporcionar acceso "sin censura" a Internet para "una pequeña comunidad religiosa" judía en la isla.
"Es gravemente decepcionante, especialmente teniendo en cuenta su declarado objetivo de proporcionar acceso a Internet a los cubanos, que el Gobierno de Cuba no haya permitido que Gross pueda volver para estar junto a su familia, donde pertenece", señaló el comunicado.
"Reiteramos nuestro llamado al Gobierno cubano, haciéndonos eco de muchos líderes extranjeros e incluso de aliados de Cuba, para liberar inmediata e incondicionalmente a Alan Gross", agregó.
La condena a Gross, que Washington considera injusta, y los desacuerdos en cuanto al destino de "Los Cinco" cubanos, de los que cuatro cumplen condena por espionaje en Florida, han enfriado en los últimos años el diálogo entre Washington y La Habana.
Estados Unidos ha pedido reiteradamente la liberación de Gross y lo hizo incluso durante el tenue acercamiento bilateral que escenificaron los dos países a mediados de este año, cuando mantuvieron un diálogo sobre migración y otro sobre la posibilidad de reanudar el correo postal directo.
Cuba, por su parte, mantiene que el proceso a Gross fue justo y asegura estar dispuesta a negociar con EE.UU. para resolver el asunto, que se ha convertido en el principal obstáculo para el avance de la política de apertura iniciada por el presidente estadounidense Barack Obama a su llegada al poder.
Gross es "un esposo, padre y profesional dedicado con un largo historial de proporcionar ayuda a comunidades desprovistas de los servicios necesarios en más de 50 países", insistió hoy el Departamento de Estado.

D.C. Community To Mark Alan Gross’ 4 Years In Cuban Jail

WASHINGTON — Alan Gross’ wife and Washington’s Jewish community will call on President Obama to make a priority of securing his release from a Cuban jail on the fourth anniversary of his imprisonment.
Judy Gross will appear with officials from the Jewish Community Relations Council of Greater Washington on Dec. 3 at noon in Lafayette Park outside the White House in a protest.
Joining them will be other faith leaders and local elected officials.
Gross, a subcontractor for the State Department on a mission to hook up Cuba’s small Jewish community to the internet, was arrested in December 2009 as he was leaving Cuba. He is serving a 15-year sentence for “crimes against the state.”
At the Dec. 3 rally, Judy Gross will read an excerpt of her most recent letter from her husband.
“It is clear that only the president of the United States has the power to bring me home,” Gross says in an excerpt of the letter the family provided to JTA. “On behalf of my family and myself, on behalf of every American who might ever find himself or herself in trouble abroad – I ask President Obama to direct his administration to take meaningful, proactive steps to secure my immediate release.”
Judy Gross told JTA in an interview that her husband, 64, is depressed and is in chronic pain from arthritis.
“The best thing to do is contact the White House,” she said she would ask the American people at the rally. “Ask them to do what you need to do to get Alan home.”
She would not elaborate except to say that the “president has the power to do what it takes to get him home.”
The Cuban government has indicated that it wants the United States to allow to return to Cuba five spies currently in prison or on probation in the United States.

Washington, D.C. - Two leading Cuban dissidents, in a meeting with U.S. Sen. Bill Nelson here today, invited the Florida Democrat and outspoken opponent of the Castro regime to come to Cuba to see first-hand that the people there continue to be denied human rights and personal freedoms by a Communist regime bent on maintaining power.

Nelson, who remains one of the strongest supporters of the decades-old U.S. economic embargo against the tiny island nation, said for the first time that he would in fact consider such a visit – if it was focused mainly on helping to free a U.S. aid worker who was arrested and imprisoned there more than three years ago as well as directly visiting with courageous dissidents on the island.

“If I were to go to Cuba, I would want to see Alan Gross and do what I can to get him home,” Nelson told the anti-Castro dissidents, adding, “it would be on a humanitarian mission to visit with pro-democracy groups and opposition figures.”

The Florida lawmaker has taken an increasingly active role with Cuba’s leading opposition figures lately, including meeting with famed-Cuban opposition blogger Yoani Sanchez, and the daughter of Oswaldo Paya, Rosa Maria Paya, and the two dissidents he met with today, Guillermo "Coco" Farinas and Elizardo Sanchez.

State Department Meets With Expelled Spy to Discuss Alan Gross

(Capitol Hill Cubans) The State Department has confirmed that Josefina Vidal, a senior Cuban Foreign Ministry official, was in Washington D.C. this week. During her visit, Vidal met with U.S. State Department officials, reportedly including the Assistant Secretary of State for the Western Hemisphere Roberta Jacobson. Among the issues discussed was the arbitrary detention of American development worker, Alan Gross, whose release the U.S. has officially stated remains a top priority.
We commend the State Department for prioritizing efforts to release Mr. Gross. Mr. Gross has been held hostage by the Castro regime since 2009 for helping the island's Jewish community connect to the Internet. He should be immediately and unconditionally released. However, we also hope the State Department included in its agenda the fundamental right of the Cuban people to live in freedom and the increased repression against them by the Castro dictatorship. Moreover, that any bilateral talks between the U.S. Government and the Castro dictatorship be publicly disclosed.
We make this last point, as yesterday, State Department spokesperson Patrick Ventrell seemed a bit coy during the Daily Press Briefing.
When asked about the meeting between Vidal and Jacobson, Ventrell answered: "I’m not sure if it’s happened. We always raise the issue of Alan Gross and we make our case very clearly and consistently to the Cubans on Alan Gross. But I’ll have to check about details of that meeting."

Alan Gross llega a acuerdo monetario con compañía que lo envió a Cuba

La familia del contratista estadounidense Alan P. Gross y la companía que lo envió en reiteradas misiones a Cuba, llegaron a un acuerdo para resolver el litigio que ambas partes sostenían ante un tribunal federal por una demanda millonaria.
La firma Development Alternatives Inc (DAI) anunció este jueves la decisión, que exime de responsabilidad a las partes en disputa y pone fin al reclamo legal por $60 millones de dólares que los Gross entablaron en un tribunal federal de Washington hace seis meses.
"DAI ha acordado pagar una cantidad monetaria no revelada para ayudar a la familia Gross a enfrentar los daños sufridos en relación con la detención y el encarcelamiento de Alan en Cuba. DAI y Judy Gross [esposa del contratista] también han acordado seguir trabajando juntos para buscar la liberación de Alan", dijo un comunicado divulgado por la firma, con sede en Bethesda, Maryland.
La demanda fue presentada en noviembre por Judy y Alan Gross, e implicaba a la DAI y el gobierno estadounidense. El contratista reclamaba que no fue informado debidamente sobre los peligros por realizar labores en Cuba sin la autorización de las autoridades de la isla. Los abogados de ambas partes demandadas habían solicitado al tribunal que desestimara la demanda, considerando que las leyes federales restringen las acciones legales por daños sufridos en el extranjero.
El documento de dos páginas presentado este jueves ante el tribunal de Washington indica que "el acuerdo es confidencial y está sujero a un compromiso de no revelar sus términos".

Cuba Reconfirms Alan Gross is a Hostage

During a visit to Brazil yesterday, the Castro regime's Foreign Minister, Bruno Rodriguez, stated:

"The Cuban government has informed the North American government of its complete willingness to start serious and respectful conversations to try to find a solution to the case of Mr. Alan Gross."

But he added such talks must "take into account the humanitarian concerns of our country in the case of Cuban citizens that are serving sentences in the United States."

Rodriguez makes it clear (once again) that American development worker, Alan Gross, is being held hostage by the Castro regime, in order to coerce the United States into releasing four convicted Cuban spies still serving their sentences here.

Moreover, Rodriguez's remarks also confirm that the hostage-taking of Alan Gross is an act of terrorism by the Cuban government.

Terrorism is defined in U.S. law as “the unlawful use of force and violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives.”

US working to free Americans held in Cuba, Iran: John Kerry

WASHINGTON: Washington is seeking to free two US citizens held in Cuba and Iran, but has rejected a deal with Havana to swap a jailed American for five Cuban spies, top diplomat John Kerry said on Wednesday.

Kerry told US lawmakers that officials were working hard to win the release of contractor Alan Gross held for more than three years in Havana.

Senator Patrick Leahy visited the island recently, met with Gross "and talked to the government," Kerry told the House foreign affairs committee.

"They were and have been attempting to trade Alan Gross for the five spies that are in prison here in the US, and we've refused to do that because there's no equivalency," the secretary of state said.

Gross, 63, was arrested on December 3, 2009 for illegally distributing laptops and communications gear to members of Cuba's small Jewish community. At the time, he was working for a firm contracted to the US State Department.

In March 2011, he was sentenced to 15 years in prison for "acts against the independence or territorial integrity" of Cuba, and relatives fear his health is failing.

Kerry said he hoped the US could appeal to Cuban leaders to treat Gross's case as a "humanitarian" issue.

Kerry also said he had been working through back channels to try to find out more about retired FBI agent Robert Levinson, who disappeared some six years ago while on a trip to Iran.

"On Levinson, I have actually engaged in some back-channel diplomacy in an effort to try to see if we can get something done there," Kerry said.

Alan Gross envisioned setting up satellite Internet connections for Cuban Jews in Havana and six other provinces, then expanding his effort to include as many as 30,000 Masons at more than 300 lodges across the country.
Cuban Jews had "strategic value" in the democracy project because of their religious, financial and humanitarian ties to the United States, Gross said in an October 2008 memo filed this month in U.S. District Court.
Jewish synagogues were a "secure springboard through which information dissemination will be expanded," Gross wrote in the 27-page memo to his former employer, DAI, a federal contractor in Bethesda, Md.
The memo and other documents filed this month in U.S. District Court give new details about the original scope of the multimillion-dollar project, which was designed to go far beyond helping Jews connect to the Internet as the State Department has repeatedly suggested.
Gross, 63, and his wife, Judy, are suing DAI for $60 million, saying that the contractor failed to prepare Gross for his risky mission, resulting in his capture in 2009. DAI has denied the accusation and says it isn't to blame for the subcontractor's jailing.

Cuban authorities arrested Gross in December 2009. He was convicted of crimes against the state and sentenced to 15 years in prison.
His 2008 memo said U.S.-based humanitarian organizations that take computers and other supplies to Jews in Cuba could be useful in DAI's democracy project. One possible implication is that these groups could be used, perhaps unwittingly, to shuttle equipment to Cuba, although Gross doesn't explain in detail what he had in mind.
He writes that Cuban Jews and later Masons could help DAI establish an information and communications technologies "foothold."
These groups are likely targets for successfully establishing a low-profile ICT foothold. Both have extended organizational networks and communities throughout the island and both are connected and/or have strong institutional relationships with US faith-based and humanitarian organizations that frequently sponsor Island missions.
In his proposal to DAI, Gross proposed setting up Internet sites at 12 Jewish synagogues in the provinces of Havana, Villa Clara, Cienfuegos, Guantanamo, Granma, Camagüey and Santiago de Cuba. Some 1,800 men, women and youth were members of the synagogues. They were the initial target of the democracy project. Gross wrote:
Members of the primary target group will be able to help train members of the secondary target group in the event of a follow on project.
The secondary - or follow on- target included members of 319 Masonic Lodges in Cuba.

Gross said in court documents he was coordinating some of his activities with the Pan American Development Foundation, or PADF, another organization that had received U.S. government funds to try to hasten Cuba's transition to democracy.

Cuban agents wound up infiltrating PADF's operation in Cuba. One of the organization's main contacts, José Manuel Collera Vento, former head of the Freemasons fraternal organization in Cuba,  turned out to be an informant for Cuban State Security (See interview with Collera, also known as Agent Gerardo).
At the time, Gross headed a small company called JBDC . He worried about the Cuban government's counterespionage efforts and was especially concerned about the fate of his contacts in Cuba's Jewish community.
The 2008 memo underscored the need for secrecy:
All information on this page is considered highly confidential and is not to be disclosed or reproduced for distribution without the expressed written permission of JBDC, LLC. Failure to comply with this could lead to irreparable harm to certain parties on the island.
In court documents, Gross's lawyer said DAI's biggest concern was figuring out who would replace him if he could no longer carry out the project.

La recomendacion del Senador Leahy a Obama: EE UU tiene que dar para recibir en el caso Gross

Un prominente senador estadounidense que acaba de realizar una visita a Cuba dijo este domingo que es necesario que Washington y La Habana den y reciban algo para obtener la liberación del contratista norteamericano Alan Gross, condenado en la Isla a 15 años de cárcel, informa la AFP.
Patrick Leahy, que dirige la comisión de Justicia del Senado, se reunió con Raúl Castro y pudo ven a Gross durante su visita la semana pasada a la Isla.
En declaraciones al programa State of the Union, de la cadena CNN, Leahy dijo que la presión de Estados Unidos no funcionará con Cuba. Gross "no será liberado por los cubanos por la presión de Estados Unidos", señaló.
"Hay formas de que sea liberado, pero requerirán alguna forma de toma y daca de ambas partes y una negociación silenciosa", dijo.
Si cada parte deja de mirar a la otra con mentalidad de la Guerra Fría, "creo que podemos encontrar soluciones, no solo al tema de Alan Gross, sino a una serie de otros temas", agregó el senador.
Como ejemplo, Leahy consideró que "no tiene sentido" mantener a La Habana en la lista de estados que fomentan el terrorismo. Argumentó que en la Isla se están desarrollando las conversaciones de paz entre el Gobierno colombiano y las narcoterroristas Fuerzas Armadas Revolucionarias de Colombia (FARC).
Para Leahy, el embargo de Estados Unidos a Cuba es otro de los temas que puede ser revisado.
Gross, de 63 años, fue detenido en diciembre de 2009 y acusado de distribuir equipos prohibidos de comunicación en la Isla como parte de un programa de la Agencia de Estados Unidos para el Desarrollo Internacional destinado a promover la democracia en Cuba.
El Gobierno de Raúl Castro lo condenó por "actos contra la independencia y la integridad territorial" del Estado.
A cambio de Gross, La Habana busca que Estados Unidos libere a sus cinco agentes condenados en ese país por espionaje.
