N.Y. Gov. Cuomo to visit Cuba under new U.S. policy

ALBANY, N.Y. -- Gov. Andrew Cuomo is making good on a pledge to visit Cuba: He announced Thursday he's headed there April 20.
Chief of the Cuban Interests Section José Ramón Cabañas and Cuomo said the Democratic governor will lead the first official state trade mission to Cuba since President Obama began last month to normalize diplomatic relations between the two countries.
Missouri Gov. Jay Nixon said he's headed to Cuba next month.
Cuomo's argument for going to Cuba is that New York in particular would benefit from improved relations. The trip will include state officials and business leaders, he said.
"As the gateway to America, New York state has always been a great symbol to the Cuban people," Cabañas said in a statement.
"It has welcomed Cubans over the years as they came to visit and live in the United States, including the great José Martí. We are greatly excited that Governor Cuomo has agreed to be the first governor to lead an official state trade mission to our beautiful island."
Cuomo said the trip—which is expected to the first in a series of global trade missions by the governor in his second term, called "Global NY"—will help the state's economy.
"Creating an environment that supports growth and economic development is one of our administration's top priorities, and Global NY is the perfect example of how we're taking that approach to the international stage," Cuomo said in a statement.
The state has offices in New York, Canada, China, Israel, Mexico, South Africa and the United Kingdom. The state is spending $35 million a year on the program, which has a website aimed at attracting new investments in New York.

Cuban Ysrael Seinuk, 78 - Made Tall, Sleek Buildings Possible - Obituary (Obit) - NYTimes

Ysrael Seinuk, a structural engineer who made it possible for many of New York City’s tallest new buildings to withstand wind, gravity and even earthquakes, died on Sept. 14 in Manhattan. He was 78 and lived in Forest Hills, Queens.

The cause was cancer, said his daughter, Beatrice Seinuk-Ackerman.
New Yorkers may not know his name, but they certainly recognize Mr. Seinuk’s work and its mark on the skyline. Among the many projects that he made structurally possible, usually working with his partner, Irwin G. Cantor, were the 70-story Trump World Tower near the United Nations, the 48-story Condé Nast Building in Times Square and the 45-story Bear Stearns headquarters on Madison Avenue, at 46th Street.
It is structural engineers who allow the architect to sleep peacefully at night. They must analyze the forces, like seismic events, that can affect buildings, with their calculations becoming more complex as buildings are designed to be taller and sleeker. They must determine the strength and flexibility of the construction materials, including the floor slabs, the beams and the columns.
Mr. Seinuk’s “real genius was the design of high-rise buildings using reinforced concrete as the structural material,” Elizabeth O’Donnell, associate dean of architecture at the Cooper Union for the Advancement of Science and Art, said Tuesday. (Reinforced concrete incorporates metal bars — rebars — grids, plates or fibers to strengthen the structure.)
“I think of him as the person who brought reinforced concrete to New York City,” Dean O’Donnell said, “because this was primarily a city where its high-rises were structured in steel.”
The Cantor Seinuk firm designed the support systems for three of New York’s tallest reinforced-concrete buildings: the 57-story Galleria on 57th Street near Park Avenue, the 51-story New York Palace Hotel on Madison Avenue at 50th Street (formerly the Helmsley Palace Hotel) and the 58-story Trump Tower on Fifth Avenue.
Similarly designed projects in other countries include the O-14 office tower in Dubai, done for his firm Ysrael A. Seinuk P.C., and the Chapultepec Tower, an office building in the most severe seismic zone of Mexico City.
Among the more unusual New York City structures that Mr. Seinuk helped plan are 450 Lexington Avenue, which rises through an old post office from a base in the subsurface rail yards of Grand Central Terminal; a residential building topped by a pyramid overlooking the United Nations; and the Lipstick Building, an elliptically shaped office tower on Third Avenue at 53rd Street.
For the O-14 building in Dubai, a 22-story commercial building, Mr. Seinuk worked with the architects in the design of an undulating outer shell composed of reinforced concrete, creating an open, column-free interior. The shell is laced with large perforations, allowing it to serve as a solar screen to the extreme desert heat.
Ysrael Abraham Seinuk was born in Havana on Dec. 21, 1931, the only child of Jaime and Sara Seinuk. His father had emigrated from Lithuania. Besides his daughter, he is survived by his wife, Fanny; his son, Isaac; six grandchildren; and one great-grandson.
Mr. Seinuk graduated from the University of Havana with a degree in civil engineering in 1954. Within six years he had designed a 700-room hotel in Havana. But when Fidel Castro came to power, he fled to the United States.
He was soon hired by what was then called Abrams, Hertzberg & Cantor. Ten years later he was promoted to partner and in 1992 was named chief executive of what became the Cantor Seinuk Group.
Mr. Seinuk started what his daughter called a parallel firm, Ysrael A. Seinuk P.C., in 1977, and eventually sold Cantor Seinuk to a British conglomerate.
For 40 years, Mr. Seinuk taught structural engineering to architecture students at Cooper Union.
“He had a huge impact on the students,” Dean O’Donnell said. “He created the structure curriculum so that young architects could bring poetry and power into their designs.”

The surveillance unit came "under fire by community activists who accused the department of abusing civil rights."
According to the Associated Press, the surveillance unit "relied on plainclothes officers to eavesdrop on people in bookstores, restaurants, and mosques."
Starting in 2011, "the AP documented that police had systematically spied on Muslim neighborhoods, listened in on sermons, infiltrated colleges, and photographed law-abiding citizens as part of a broad effort to watch communities where terror cells might operate."
This documentation came in a series of reports that "stirred debate over whether the NYPD was infringing on the civil rights of Muslims and illegally engaging in religious and ethnic profiling."
The AP reports also revealed then-police commissioner Ray Kelly "had brought in a CIA official to help develop an intelligence division unlike that of any other U.S. police department." This "prompted an investigation by the CIA's inspector general," which found the agency had not broken any laws forbidding it from "domestic spying."
However, the IG did criticize a CIA agent's involvement "without sufficient supervision."

We've heard about Mr de Blasio, the new mayor of New York.  This is even crazier than people at his inauguration talking about "plantations" and income inequality.
The new speaker of the New York City council is not just a liberal.  She is a "left wing zealot" who has supported causes like "The Cuban 5" in prison for spying in the US.
The New York Post published the story a few days ago:

"City Council speaker candidate Melissa Mark-Viverito once lobbied on behalf of five Cuban intelligence agents convicted of spying against the United States.  
Mark-Viverito told the United Nations' High Commissioner for Human Rights in Geneva in a 2009 letter that the so-called "Cuban Five" were "unjustly imprisoned in the United States for trying to prevent terrorist attacks against Cuba."  
In fact, the agents had infiltrated a naval base in Florida and were convicted of espionage conspiracy against the United States, records show.  
The 2001 convictions were upheld on appeal, and the US Supreme Court refused to review the case.  
One of the five, Gerardo Hernandez, was also convicted of murder conspiracy for providing information about the flight plans of two small planes that were shot down by the Cuban government in 1996 -- killing four.   
In her letter, Mark-Viverito pleaded for more family visitation rights for the prisoners.  
Asked Tuesday about the impetus of the request -- and its connection to the East Harlem district Mark-Viverito represents -- spokesman Eric Koch declined to comment.  
The councilwoman's intervention on behalf of pro-Cuba agents is part of a pattern of support for far-left causes. 
In 2010, she generated significant backlash after circulating a petition calling for the release of a jailed leader of the Puerto Rican separatist group, FALN -- which had been deemed a terrorist organization by the FBI.  
As The Post has reported, Mark-Viverito went to Bolivia in 2008 to support socialist and anti-American President Evo Morales during a recall election.  
Mayor de Blasio, whose ideology is also considered ultra-liberal, has been pressuring councilmembers to back Mark-Viverito as speaker, according to sources.  
He has maintained that he has only had conversations with councilmembers, but that they will elect whoever they choose -- in a vote scheduled for Wednesday. 
Asked Tuesday about his involvement in the race -- given his prior criticisms that then-Mayor Mike Bloomberg and then-Council Speaker Christine Quinn were too close -- de Blasio insisted that the comparisons aren't valid.  
"Michael Bloomberg and I are very different people in ideology and many other ways," he said. "And I just think it's a different reality." 
Although Mark-Viverito has already claimed victory with the support of 30 of the council's 51 members, sources say her battle with Manhattan Council Member Dan Garodnick is likely to go down to the wire. 
"They are not throwing in the towel yet," one City Hall insider said of Team Garodnick, which late Tuesday believed it was getting close to picking off a handful of Mark-Viverito supporters. 
If their effort fails, Garod­nick's backers are mulling the launch of their own faction to counter the growing Progressive Caucus -- which is co-chaired by Mark-Viverito and backed by de Blasio, the insider said. 
"After eight years of Chris Quinn and Mike Bloomberg, the members are talking freely about a way to ensure the council remains independent from the mayor," the insider said."
Who in the world elected these people?  Do the voters understand that this lady has been promoting anti-US causes?   Also, she is hanging around with leaders like the Castro brothers, Hugo Chavez or Evo Morales of Bolviia.
Sadly, the new Speaker of The NY City Council is ignorant that Castro, Chavez and Morales are not "democrats" or people who believe in the rule of law or elections.

A communist is the new Mayor of New York: Ripping Off the “Progressive” Mask

In a column on the “remarkable lives” of some people who passed away in 2013, Republican strategist Karl Rove writes that British Prime Minister Margaret Thatcher, in concert with Presidents Ronald Reagan and George H.W. Bush, and Pope John Paul II, “transformed the world.” He’s right that Reagan, Bush, Thatcher and the Pope did transform the world. In saying that Thatcher stood up to Soviet communism, however, he neglected to mention that the Soviet Communists fought back, attempting to assassinate Pope John Paul II. The Soviets lied about their involvement in this plot.
Referring to Nelson Mandela, Rove says he “spent 26 years in prison before emerging to end apartheid and serve as the first president of a multiracial South African democracy.” However, Mandela’s debt to Soviet communism, which armed his movement, went unmentioned in Rove’s Wall Street Journal column. Rove also failed to note that the communists who run South Africa today counted Mandela as one of their own. The “democratic” South Africa of today is effectively a one-party state, and the white minority is under siege and facing genocide.
Rove writes that Mandela went “on trial for his life,” neglecting to mention that he was convicted of terrorism and could have been hanged for his crimes. Instead, Mandela received a prison sentence. The white government was actually quite lenient and offered to release him if he would renounce violence and terrorism. He never did. His terrorism cost innocent lives.
Karl Rove should know better, and probably does. He apparently has his own reasons for shading the truth. Those reasons include appearing to be “moderate” in one’s public comments and accepting certain myths about public figures. That means, in Mandela’s case, accepting his false claim that he never joined the Communist Party of South Africa.
It is a sad fact that telling a lie these days has become more convenient than telling the truth. This is a terrible commentary on those with access to our major media.
Consider the coverage of the inauguration of Bill de Blasio as New York City’s mayor. The term “progressive” is used in most accounts to describe him and his backers. De Blasio accepts that term. Yet, by any objective measure, he is a dedicated Marxist, and has been for most of his life. For example, he never disavowed his support for the communist Sandinistas in Nicaragua. He claims to have honeymooned in communist Cuba, when such a trip was illegal. His wife was a member of a Marxist collective.
As if to demonstrate that his views haven’t changed, one of de Blasio’s inauguration speakers was the entertainer Harry Belafonte, who performed at a “concert for peace” in communist East Germany in 1983. He claims he did not join the Communist Party USA, but acknowledges in his book, My Song: A Memoir, that he used to attend lectures in 1947 at the Jefferson School in New York City. He says the Jefferson School “openly billed itself as an institute of Marxist thought affiliated with the American Communist party.” He says he heard such speakers as I.F. Stone, the so-called “independent journalist” later unmasked as a Soviet intelligence agent.
At the time he attended lectures at the Jefferson School, Russia “seemed to be leading the way” internationally in achieving a “classless society,” Belafonte writes in his book.
Belafonte also endorsed and raised money for Massachusetts Democratic Senator Elizabeth Warren when she was running for that office. The Massachusetts GOP tried to make that an issue, but the media paid no attention.
When it comes to children, the truth has to be concealed as well. Indeed, this target audience has to be “educated” intensively to become young recruits to the “progressive” movement.
Consider that a firm called Bluewater Productions has released a new “tribute comic book biography” on Nelson Mandela, insisting on page nine that Mandela was “never a communist himself” but only worked with the communists. The fact is that the South African Communist Party and the African National Congress have both acknowledged his membership on the SACP’s central committee. Mandela lied about it all his life.
Bluewater publisher Darren G. Davis calls the comic book “a great tool for kids to read about him in a different medium.” He adds that, “Our biography comic books are now taught in schools and libraries for students and reluctant readers.”
I asked Davis why the comic book lies about Mandela’s membership in the Communist Party. He told me, “I will check with the writer on that and get back to you on it.” That was over two weeks ago. Clearly, they have no justification for this striking omission.
It would seem to be important for our young people to understand the role that communism played, and continues to play, in national and world events. After all, this philosophy killed more than 100 million people, made millions more economically destitute, and continues to deny freedom to more than one billion people worldwide.
If used in schools and libraries, this comic book will deceive “students and reluctant readers” about how communism has come to power in South Africa. What purpose is served by that? It will enable the same forces to make even more gains around the world, including in the United States, by operating as “progressives.”
Part of Rove’s column was devoted to remembering two conservative businessmen, Bob Perry and Harold Simmons, who died in 2013 and were “passionate about their state and country and were generous donors to conservative candidates and causes, including American Crossroads.”
Rove is referring to his own political campaign organization, which refused to call President Obama a Marxist when buying millions of dollars of advertising against him during the 2012 presidential campaign. As a result, Obama and the George Soros-funded “progressives” won.
Rove says about Perry and Simmons, “These two self-made men never forgot that from those to whom much is given, much is required.” But the $300 million that went to Rove in 2012 was mostly wasted.
What the country desperately needs are donors willing to underwrite the organizations that are not afraid to tell the truth about the dangers we face. Being polite and politically correct when the survival of our nation’s democratic institutions and traditional values are at stake is nothing less than national suicide.
The “progressives” have to be exposed as the hard-core Marxists they are.

NYC’s Mayor-Elect Long Tied to Cuba & Nicaragua’s Sandinistas

Bill De Blasio's marriage to Cirlane McCray, a former lesbian, was a major development in De Blasio's ride to power. The couple are seen today after their landslide victory.

Bill De Blasio, the Big Apple’s first Democratic mayor in decades, is an unapologetic Sandinista supporter who later honeymooned in Cuba. Beginning his political career as a minor aide to David Dinkins, the last Democratic NYC mayor, he subsequently served in the Clinton administration and ran Hillary Clinton’s Senate campaign.

De Blasio travelled to Nicaragua while in college during the 1980s. Further enamored by his visit, he returned home and joined a Nicaragua solidarity group. Questioned during the campaign about his support of the brutal Sandinista regime, he sounded very much like convicted spy Ana Montes, claiming he was “very proud” of his support of the Sandinista Revolution.

Un cubano podría ser nuevo jefe de policía en Nueva York

El próximo comisionado de la policía de Nueva York podría ser el actual segundo de ese cuerpo en la ciudad, Rafael Piñeiro, quien de niño se estableció en Brooklyn con sus padres provenientes de Cuba, según destaca la prensa neoyorquina.

Piñeiro, un veterano de 40 años en la policía de la ciudad más emblemática de EE.UU., cuenta con el respaldo de tres grupos hispanos para ser nombrado al puesto luego de que el nuevo alcalde asuma en reemplazo de Michael Bloomberg tras los comicios del 5 de noviembre.

La Sociedad Hispánica, la Asociación Nacional de Oficiales Latinos, y la Organización de Oficiales Dominicanos de Nueva York abogan porque sea Piñeiro quien sustituya en enero al actual Comisionado de Policía, Raymond Kelly, dijo el periódico The Daily News.

Piñeiro, que podría convertirse en el primer jefe de policía hispano de la ciudad, representa según Fox News la quintaesencia del sueño americano por sus orígenes como inmigrante.

“Vino de Cuba con su familia cuando tenía 12 años—apunta—, sobresalió en la escuela, terminó una licenciatura en ciencias en el Instituto de Tecnología de Nueva York, luego obtuvo un doctorado en administración pública, y como si fuese poco se graduó de leyes en la Escuela de Derecho de Brooklyn”.

Piñeiro también completó un curso en la Universidad de Harvard, agrega, se destacó en la Instituto de Administración Policial de la Universidad de Columbia, fue comandante de patrulla en el Bronx , estuvo al frente de la comisaría 41 de la ciudad y ha ocupado cargos de mando desde 2002, cuando fue nombrado jefe de personal.

“No lo recomendamos simplemente porque es latino, sino porque posee las credenciales y la calificación para dirigir el departamento de policía de mayor excelencia en el país”, dijo Dennis González, presidente de la Sociedad Hispánica de la policía de Nueva York.

Piñeiro dijo a NBC News que está esperanzado en que el departamento siga atrayendo a sus filas a policías latinos, que serían de gran valor en una ciudad donde esa comunidad va en ascenso.

Casi un tercio de los 781 nuevos agentes graduados en julio último en Nueva York son de origen hispano, entre ellos cubanos.

Pro-Castro aspirante democrata a alcalde de Nueva York

Diarios neoyorquinos pusieron de relieve el fin de semana la filiación izquierdista y los escarceos con los sandinistas nicaragüenses y con Cuba del candidato demócrata a la alcaldía de Nueva York, Bill de Blasio, quien el 5 de noviembre próximo se medirá en las urnas con el republicano Joe Lhota.

Un comentario publicado en The New York Times dice que “de Blasio, el defensor público de la ciudad, ha mencionado solo ocasionalmente el tiempo que fue un joven idealista que se opuso a las guerras en el extranjero (…) a fines de 1980 y principios de 1990” y su activismo ha sido “omitido en el sitio web de la campaña”.

Pero una revisión de cientos de páginas de archivos y “más de una docena de entrevistas sugieren—señalan—que su época de joven activista fue más influyente en dar forma a su ideología de lo que se conocía, y con mucho fue más política que un trabajo típicamente humanitario”.

El Times destaca que De Blasio se convirtió en un ardiente simpatizante de los revolucionarios nicaragüenses. “Ayudó a recaudar fondos para los sandinistas en Nueva York y se suscribió al periódico del partido, Barricada”, y cuando se le preguntó en 1990 sobre sus metas sociales dijo que “era un defensor del socialismo democrático”.

Tras apuntar que el político demócrata se declara ahora “progresista” y que en su época de activista hasta dio publicidad a fiestas parta celebrar la revolución cubana, destaca que incluso pasó su luna de miel en la isla en 1991 “en violación de la prohibición de viajes establecida por EE.UU.” y hasta hoy habla “con admiración” de los sandinistas.

Un artículo difundido por el periódico New York Post, apunta que de acuerdo con la visión que tiene De Blasio de “combatir la desigualdad y la injusticia económica” podría mirarse a lo que sucede en Cuba, donde las cifras “reflejan el paraíso” que describe el político.

El Post subraya que luego de 54 años en los que Fidel y Raúl Castro han sacado adelante el sueño socialista “todo el mundo es igualmente pobre, con salarios promedios al mes de $19 dólares, mientras un par de zapatos de niño cuesta casi esa cantidad”.

Según el periódico, el alboroto armado con el sistema de salud cubano es “un chiste”, porque cada cual debe llevar sus propias sábanas, orinales y comida a los hospitales, y “rezar para no morir de una infección o por negligencia”.

El autor del artículo narra sus propias experiencias de un viaje a Cuba y dice haberse quedado pasmado por la “total ruina” de todo excepto de la policía. “La una vez gloriosa arquitectura de La Habana se derrumba, y hay pollos y puercos en una buena parte del centro de la ciudad, pero no agua corriente”, añade.

Boston suspects discussed second attack in Times Square

The surviving Boston Marathon bombing suspect has told investigators that he and his brother discussed detonating the rest of their explosives in Times Square, senior law enforcement officials told NBC News on Thursday.
The surviving suspect, Dzhokhar Tsarnaev, initially told investigators that they planned to go to New York to party after the Boston attack, one source said. The New York police commissioner also gave this account Wednesday.
Under subsequent questioning, the officials said, Tsarnaev said that the brothers had discussed a follow-up attack on Times Square.
The officials cautioned that the idea was undeveloped. One senior official described the plan as “aspirational at most.”
Tsarnaev, wounded in a shootout with police before he was captured Friday, is in fair condition at a Boston hospital. His older brother and the second suspect, Tamerlan, was killed after the shootout.
Three people were killed and more than 200 wounded when two bombs went off near the marathon finish line April 15.
The subsequent questioning happened before Tsarnaev was read his rights, the officials said.
Times Square was the site of an attempted car bomb on May 1, 2010. The bomb never detonated. Faisal Shahzad, a Pakistani-born naturalized American citizen, confessed to that plot.
Earlier Thursday, the Tsarnaev brothers’ mother, Zubeidat Tsarnaeva, insisted from Russia that her sons were innocent.

North Korea video shows New York in ruins after missile attack

North Korea, already gearing up for yet another nuclear test, has posted a bizarre online video depicting New York under an apparent missile attack with "We Are the World" serving as a soundtrack.
The three-minute video posted on YouTube on Saturday was released by Uriminzokkiri, which distributes news and propaganda from North Korea’s state-run media. It features a young man in a dream sequence in which he sees himself aboard a North Korean space shuttle launched into orbit by the same type of rocket Pyongyang successfully launched in December. A densely populated city, which is shrouded in a U.S. flag, is then depicted to the tune of “We Are the World,” the charity single recorded in 1985.
“Somewhere in the United States, black clouds of smoke are billowing,” reads a caption translated from Korean. “It seems that the nest of wickedness is ablaze with the fire started by itself.”
The video concludes with the young man saying his dream will “surely” come true. As of early Tuesday, it had been viewed more than 60,000 times.
“Despite all kinds of attempts by imperialists to isolate and crush us … never will anyone be able to stop the people marching toward a final victory,” a final caption reads.
Former U.S. Ambassador to the United Nations John Bolton, in a statement to FoxNews.com, said the video is another "disturbing reminder" of what a nuclear-capable North Korea would mean to the world.

"The film is yet another disturbing reminder that a nuclear-capable North Korea is a threat in its region and worldwide," Bolton said. "We should not delude ourselves by thinking that Pyongyang will ever be negotiated out of that capability."
Doug Bandow, a senior fellow for Cato Institute specializing in foreign policy, said the “weird” video is proof that Pyongyang has entered the digital age.
“My first reaction is they are getting with the Internet age,” Bandow told FoxNews.com. “For years, they have used vivid imagery in their rhetoric — they once threatened to turn Seoul into a lake of fire — so they’ve figured out a way to put pictures to the rhetoric. But it doesn’t look to me to be more than an amplification of what they’ve said for years.”
The video is little more than “bluster,” Bandow said, and should not be seen as a threat to the United States.
“I think this is bluster,” he said. “The good news here is that while they’re evil, they’re not stupid. They know they would lose.”
Bruce Klinger, a senior research fellow for northeast Asia at the Heritage Foundation, said the “strange, amateurish” video does not directly warn of an impending attack, but rather suggests that “wouldn’t it be nice” if an assault on the United States were to occur.
“In a way, it’s very similar to all those North Korean propaganda posters of Uncle Sam being bayoneted or the U.S. Capitol dome being blown up,” Klinger told FoxNews.com. “In North Korea, death to Americans is a common theme.”
The video, Klinger said, is also yet another indication that Kim Jong Un’s regime will not be much different than that of his father and grandfather.
“It’s very consistent with decades of North Korean propaganda,” he said. “Things will not change under Kim Jong Un.”
U.S. State Department officials declined to comment on the video Tuesday.
Meanwhile, South Korea's U.N. ambassador said on Monday that a North Korean nuclear test is believed to be imminent. Ambassador Kim Sook said there are "very busy activities" taking place at North Korea's nuclear test site "and everybody's watching."
North Korea announced last month that it would conduct a nuclear test to protest Security Council sanctions toughened after a satellite launch in December that the U.S. and other critics said was a disguised test of banned missile technology. The council ordered North Korea in the sanctions resolution to refrain from a nuclear test or face "significant action."
Pyongyang's two previous nuclear tests, in 2006 and 2009, both occurred after it was condemned by the United Nations for rocket launches.
The sanctions — designed to derail the country's rogue nuclear weapons and ballistic missile programs — bar North Korea from testing or using nuclear or ballistic missile technology, as well as from importing or exporting material for those programs.
The latest sanctions resolution again demanded that North Korea abandon its nuclear weapons program and cease launches. It slapped sanctions on North Korean companies and government agencies, including its space agency and several individuals.

NY passes major gun law, first since Newtown massacre

New York lawmakers on Tuesday approved the toughest gun control legislation in the nation, expanding the state's existing assault weapons ban and addressing gun ownership by those with mental illnesses in the first major legislative action in response to the Newtown, Conn., school massacre.
The measure passed the state Assembly 104-43 after passing the state Senate 43-18 Monday.
Gov. Andrew Cuomo quickly signed the legislation on Tuesday.
"This unfortunately required tragedies and loss of life to actually spur the political process to action," Cuomo said in remarks before signing the bill.
"This will be the toughest gun control package in the nation," Sen. Jeffrey Klein, leader of the Independent Democrat Conference that shares majority control with Republican senators, told The Associated Press. "All in all, it is a comprehensive, balanced approach that will save lives."
The National Rifle Association was "outraged" Tuesday calling New York's gun control bill "draconian," in a statement.
The vote came as lawmakers in other states as well as the federal government wrestle with how to reduce gun violence after a series of mass shootings.
President Barack Obama is set to unveil his own proposals -- based on recommendations from Vice President Joe Biden's gun task force -- on Wednesday. He is expected to focus on both legislative measures and steps that could be taken through executive action.
These steps could include cracking down on people who lie on background checks and focusing on improving school safety and mental health care. A federal assault weapons ban would require approval from Congress.
In New Jersey, one of 18 new gun bills submitted to the legislature would require gun buyers to submit to a psychological evaluation. A bill requiring gun owners to register annually, and another requiring all guns to be kept in lock boxes when not in use may be introduced in California. While in Connecticut, state Sen. Beth Bye, wants to limit access to assault weapons and high-capacity magazines, and require that firearms be registered by model and serial number.
Gov. Andrew Cuomo, who had called for an overhaul of gun laws in New York in his State of the State address last week, praised the swift action of state lawmakers.
"Tonight, the senators that voted for the NY SAFE Act of 2013 made a bold statement, coming together in a bipartisan, collaborative manner to meet the challenges that face our state and our nation, as we have seen far too many senseless acts of gun violence," Cuomo said in a statement Monday.
New York's law will:
  • Ban possession of any high-capacity magazines regardless of when they were made or sold. Going forward, only clips able to hold up to seven rounds can be sold in the state. Clips able to hold 7-10 rounds can be possessed, but cannot be loaded with more than seven rounds. If an owner is found to have eight or more bullets in a magazine, he or she could face a misdemeanor charge.
  • Require ammunition dealers to do background checks, similar to those for gun buyers. Dealers will be required to report all sales, including amounts, to the state. Internet sales of ammunition will be allowed, but the ammunition will have to be shipped to a licensed dealer in New York state for pickup.
  • Police will have to create a registry of assault weapons. Those New Yorkers who already own such weapons would be required to register their guns with the state.
  • Most controversially, the New York law will require therapists, who believes a mental health patient made a credible threat of harming others, to report the threat to a mental health director, who would then have to report serious threats to the state Department of Criminal Justice Services. A patient's gun could be taken from him or her, as well.
  • Stolen guns should be reported within 24 hours.
In two respects, New York's law will be as strict as California's, because it will:
  • Tighten the state's existing limit on selling "assault" weapons by counting any firearm that has even a single feature deemed illegal.
  • Require background checks for all gun sales, including by private dealers -- except for sales to members of the seller's immediate family.
"People who have mental health issues should not have guns," Cuomo said, according to The New York Times. "They could hurt themselves, they could hurt other people."
"It is well-balanced, it protects the Second Amendment," Senate  Republican leader Dean Skelos of Long Island told the AP. "And there is no  confiscation of weapons, which was at one time being considered.
Critics of the proposal accused lawmakers of playing politics with citizens' rights and hundreds of gun manufacturer jobs.
"We haven't saved any lives tonight, except one: the political life of a  governor who wants to be president," Republican Sen. Greg Ball, who represents part of  the Hudson Valley, said Monday, according to the AP. "We have taken an entire category of firearms that  are currently legal that are in the homes of law-abiding, tax paying  citizens. ... We are now turning those law-abiding citizens into  criminals."
Assemblyman Marc Butler, a Republican who represents the upstate district where gun-maker Remington  Arms Co. is based, called the closed-door meetings by Senate Republicans and the Democratic  majority of the Assembly "politics at its worst."
Remington, which employs 1,000 workers,  makes the Bushmaster semi-automatic rifle that was used in the Newtown shooting and  the killing of two  firefighters in Webster, N.Y.
The NRA expressed skepticism in its statement Tuesday: "While lawmakers could have taken a step toward strengthening mental health reporting and focusing on criminals, they opted for trampling the rights of law-abiding gun owners in New York, and they did it under a veil of secrecy in the dark of night."

NY Set to Pass 'Toughest' Gun Bill

Days after calling for an overhaul of gun control in New York following the Connecticut school shooting, Gov. Andrew Cuomo worked out a tough proposal on gun control with legislative leaders who promised to pass the most restrictive gun law in the nation.
The measure passed the Senate 43-18 on the strength of support from Democrats, many of whom previously sponsored the bills that were once blocked by Republicans.
The Democrat-led Assembly gaveled out before midnight and planned to take the issue up at 10 a.m. Tuesday. It is expected to pass easily.
"This is a scourge on society," Cuomo said Monday night, one month after the Newtown, Conn., shooting that took the lives of 20 first graders and six educators. "At what point do you say, `No more innocent loss of life."'
"It is well-balanced, it protects the Second Amendment," said Senate Republican leader Dean Skelos of Long Island. "And there is no confiscation of weapons, which was at one time being considered.
"This is going to go after those who are bringing illegal guns into the state, who are slaughtering people in New York City," Skelos said. "This is going to put people in jail and keep people in jail who shouldn't be out on the street in the first place."

Cuomo said he wanted quick action to avoid a run on assault rifles and ammunition as he tries to address what he estimates is about 1 million assault rifles in New York state. He made it a centerpiece of his progressive agenda in last week's State of the State address.
Republican Sen. Greg Ball called that political opportunism in a rare criticism of the popular and powerful governor seen by his supporters as a possible candidate for president in 2016.
"We haven't saved any lives tonight, except one: the political life of a governor who wants to be president," said Ball who represents part of the Hudson Valley. "We have taken an entire category of firearms that are currently legal that are in the homes of law-abiding, tax paying citizens. ... We are now turning those law-abiding citizens into criminals."
The governor confirmed the proposal, previously worked out in closed session, called for a tougher assault weapons ban and restrictions on ammunition and the sale of guns, as well as a mandatory police registry of assault weapons, grandfathering in assault weapons already in private hands.
It would create a more powerful tool to require the reporting of mentally ill people who say they intend to use a gun illegally and would address the unsafe storage of guns, the governor confirmed.
Under current state law, assault weapons are defined by having two "military rifle" features spelled out in the law. The proposal would reduce that to one feature and include the popular pistol grip.
Private sales of assault weapons to someone other than an immediate family would be subject to a background check through a dealer. Also Internet sales of assault weapons would be banned, and failing to safely store a weapon could be subject to a misdemeanor charge.
Ammunition magazines would be restricted to seven bullets, from the current 10, and current owners of higher-capacity magazines would have a year to sell them out of state. An owner caught at home with eight or more bullets in a magazine could face a misdemeanor charge.
In another provision, a therapist who believes a mental health patient made a credible threat to use a gun illegally would be required to report the incident to a mental health director who would have to report serious threats to the state Department of Criminal Justice Services. A patient's gun could be taken from him or her.
The legislation also increases sentences for gun crimes including the shooting of a first responder that Cuomo called the "Webster provision." Last month in the western New York town of Webster, two firefighters were killed after responding to a fire set by the shooter, who eventually killed himself.
Legislators wouldn't comment on the tentative deal or the provisions discussed in closed-door conferences.
"It's a tough vote," said Senate Deputy Majority Leader Thomas Libous of Broome County. "This is a very difficult issue depending on where you live in the state. I have had thousands of emails and calls ... and I have to respect their wishes." He said many of constituents worry the bill will conflict with the Second Amendment's right to bear arms while others anguish over shootings like at Newtown, Conn., and Columbine, Colo.
